This part is meant to act as a chuck to apply clamping force on the seatpost for a Canyon Grail CF SL 8 frame. Normally there is a sleeve between the frame and the seatpost that has this section but I seem to keep tearing it off and the sleeve is glued in so this seemed like the next best thing.
The hole on the back is for a magnet and the hole on the front is just the right size for a coat hanger to position it in the frame. Between the combination of the two, it is possible to lower it in place and then hold it via the magnet while inserting the seatpost.
