Being a firefighter paramedic I thought I would offer up a Fire EMS spinner. you can print with layer height of 0.20mm from 0-1.40mm then 0.10mm layer height from 1.4mm-4.6mm then finish with a layer height of 0.2mm from 4.6mm-6mm. This will allow it to spin smoother. As is, it will print with top and bottom layers for both inner and outer pieces but if you select the inner star, you can do no top and bottom layers and use a gyroid infill to have a cool effect.
