Why would this base print like this? the top and bottom edges/lip of the base piece have gone all messy and rough whereas the rest of it is smooth.

I like your design. Do you coat the pla with epoxy or another clear coat to make it waterproof to withstand waterering the plant?

There is a change in layer hight on layers 389 to 394. I noticed this while slicing after selecting higher quality layer hight presets. I have not figured out why, nor how to change this. It only happens after scaling the model and only occurs with .3mf project file, not if I create new project with .stl files.

Great tips for ensuring proper drainage and scalability with this planter design. It is versatile and easy to customize for Forbidden leggings different plant sizes.

You do something special with the surface after printing to get this nice result?

Is there a specific feature you're asking about, such as smoothness, etc.? You could search for "3D printing post-process tips" and should get some. If you have issues with stringing and other things, a blowtorch or heat gun can help get rid of some of the leftover. I also usually recommend sanding roughness and maybe a clearcoat of paint to give it a nice glossy/shine finished look.
